The IO’s Role

The IO responds to reports under UBC’s Sexual Misconduct Policy (SC17) and Discrimination Policy (SC7). That’s where sexual misconduct and discrimination are defined, our jurisdiction to investigate is set out, and the investigations/alternative resolution process is described. The IO also addresses concerns under the Retaliation Policy (SC18) where the alleged retaliation relates to a sexual misconduct or discrimination complaint. Where sexual misconduct or discrimination complaints contain other forms of alleged misconduct, the IO may conduct a consolidated investigation under the revised Investigations Policy (SC8).

We are committed to upholding the principles of:

  • Impartiality – The IO is a neutral office, committed to ensuring that everyone’s rights are respected. We do not advocate for complainants or respondents in sexual misconduct or discrimination matters
  • Fairness – Investigations are conducted in accordance with the requirements of procedural fairness in the university context
  • Trauma-informed approach – Investigators use a trauma-informed approach, which aims to minimize re-traumatization through the investigation process and recognizes the impact of trauma on memory and presentation of evidence

Sexual Misconduct

Disclosures vs. Reports

  • The Sexual Misconduct Policy creates a distinction between a disclosure and a report.
  • A disclosure is sharing an experience of sexual misconduct with any UBC community member. Any student, faculty, or staff member could receive a disclosure and should refer that person to SVPRO or SASC for support with physical and mental health, interim academic or employment accommodations, housing, safety planning, reporting options and more.
  • A report is a formal, written complaint of sexual misconduct made through the IO’s online report form. A report is necessary to trigger an investigation or alternative resolution process.

Sexual Misconduct Investigations Process

There are 4 stages to an IO sexual misconduct investigation. A written report to the IO, an initial review to determine jurisdiction, a fact finding investigation, and communicating the outcomes.

Annual Reports

  • The IO reports annually to the UBC Board of Governors People, Community & International Committee. These reports provide key insights into the operations, services, and statistical reporting on investigations, ARP, and IO outreach across UBC’s campuses.
